The senate was designed to create equal representation of the states. So no one state with more population would have a higher say than the littler states. The senate is comprised of two representatives for each state. Those representatives are elected by the public.
The house of representatives is made up of 435 members. Unlike the senate it is based on population. So the states with the higher population get more representatives here. In coorelation with the senate the house passes laws. They review a bill proposed for law, the senate puts in a vote, and then the bill is sent to the president for review.
